If you’ve priced a container from India before, the cost of importing porcelain tiles from India to the Netherlands isn’t really one number. It’s six separate moments where money moves, and the one nobody talks about is when it comes back. That’s the part that actually decides your margin, not the FOB price on the quote.
Here’s the full stack: FOB Morbi, sea freight and insurance to Rotterdam (which together build CIF), EU customs duty, EU anti-dumping duty, 21% import VAT, then clearance, handling and the last leg inland. Six moments. Most breakdowns online stop at listing them.
This shows up most with grade consistency. A price that looks great on paper sometimes comes with a grade drift you don’t catch until the pallets are already unloaded. For 600x1200mm porcelain out of Morbi you’re generally looking at an FOB in the range of €5 to €7 per m² depending on finish, grade and thickness, and the number itself matters less than whether it holds. Buying factory-direct means the FOB by size and finish stays the same order after order, so it’s worth checking that with any manufacturer offering export capability before you commit to a season’s worth of containers.
Rotterdam is Europe’s biggest container gateway, and dwell times there are short, which matters more than people think. Every day a container sits at the port before clearing is a day that stock isn’t sellable yet, and unsold stock is working capital doing nothing. Cargo moves fast off the water onto truck, barge or rail, which is really the whole reason Rotterdam is the default port for Dutch importers bringing in porseleinen tegels importeren uit India (porcelain tiles imported from India), not because it’s the cheapest option on paper.
Freight itself is charged per container. If you want the full mechanics of how fill efficiency works, our container loading and fill-efficiency guide covers that in detail. What matters here is getting your freight quoted per square metre for your specific sizes before you order, so your per-m² number isn’t a surprise on the invoice. For 600x1200mm specifically, which is what most Dutch orders run in, our guide to large-format tiles for Dutch homes has the format and compliance detail if you’re still narrowing down sizes.
Indian porcelain tiles fall under HS code 6907, which carries a standard EU customs duty of around 5% of CIF value. On top of that sits the EU anti-dumping duty on Indian ceramic tiles, running 6.7% to 8.7% depending on the specific producer, in place since February 2023 for five years. Combined, that’s roughly 12% to 14% on CIF before VAT even enters the picture. The producer-specific rate needs to be in your cost model from day one, not something you discover after the PI is signed.
Worth knowing on top of that: the India-EU FTA was concluded in early 2026 but isn’t in force yet, and probably won’t be until around 2027. Even once it lands, it won’t touch the anti-dumping duty. Those are two separate mechanisms entirely. If you want the full picture on what the FTA will and won’t change, we’ve laid it out in our India-EU FTA duty breakdown for European buyers, and if you’re weighing Indian suppliers against Chinese or Turkish ones on duty exposure alone, our India vs China vs Turkey buyer guide breaks down how the three compare.
Standard Dutch import VAT sits at 21%, charged on CIF value plus duty. Normally it gets paid at the border the moment your container clears. With an Article 23 licence, it doesn’t get paid at the border at all. It moves to your periodic VAT return instead, declared and recovered in the same filing.
The total you owe doesn’t change. What changes is when you hand it over, and that timing is everything when you’re running container programmes regularly. Instead of funding 21% of a large number at the port and waiting weeks to see it again, the cash just stays in your business.
To be straight about what it takes to get there: you need a Dutch VAT registration, the Article 23 licence itself (usually 4 to 6 weeks to get approved), an EORI number, a Dutch customs broker, and seven years of record retention. If you’re a non-EU entity, you can’t self-register for this. You need a Dutch fiscal representative with general authorisation acting for you. It’s worth setting up if you’re running regular container volume. It’s a fair bit of admin if you’re placing one order a year.
Here’s a full 20ft container cost out end to end. Roughly 1,400 m² of 600x1200mm tile, FOB at €5.50 per m², freight and marine insurance to Rotterdam at around €1,900 for the container, unchanged, since freight is priced per container, not per m². That builds a CIF of about €9,600. Your own numbers will move with finish, grade and whatever freight is doing that month, but the structure holds.

Same container, same duty, same landed cost of €8.19 per m² either way. What changes is the €2,272 you either fund at the border or don’t. Run four or five containers a year and that’s nine to eleven thousand euros permanently freed up, either for placing your next order sooner or holding deeper stock on the lines that are already moving.

The sixth moment is the one that gets skipped most often in a cost model. Once your container clears Rotterdam, there’s port handling, the broker’s clearance fee, and the inland leg to your warehouse by truck or barge. None of these individually are large, but stack them together and they’re a real line item worth pricing before you order rather than absorbing after. Clearance is also the only one of the six that can stretch. Duty and VAT are fixed the moment your classification is set. A clearance delay isn’t, and it compounds, because the days a container spends held are days your capital is committed to stock you can’t sell yet.
None of the duty or VAT mechanics change based on who supplies the container. What changes is whether the documentation arriving with it is complete enough that your broker clears it for the first time. Commercial invoice, packing list, certificate of origin, correct HS classification, the test reports your compliance file needs. Prepared ahead rather than chased after the vessel has already docked.
If your existing supply comes through a distributor in Italy or Germany, and you’re weighing whether going direct actually pays off, that’s the next question worth answering in our direct import versus European distributor comparison for Dutch buyers.
The landed cost is the FOB price from Morbi plus sea freight to Rotterdam, marine insurance, the standard EU customs duty on porcelain under HS 6907 at around 5% of CIF, an EU anti-dumping duty of 6.7% to 8.7%, and 21% Dutch import VAT on the CIF-plus-duty value.
Indian tiles pay the standard EU customs duty under HS heading 6907, around 5% of CIF, plus a separate EU anti-dumping duty of 6.7% to 8.7% on CIF value, in force since February 2023. The India-EU FTA isn't in force yet and won't remove the anti-dumping duty even once it is.
An Article 23 licence lets an importer report import VAT on their periodic VAT return instead of paying it at the border, declaring and recovering it in the same filing. It requires Dutch VAT registration, an EORI number and a Dutch customs broker, and a non-EU company needs a Dutch fiscal representative.
Rotterdam is one of Europe's largest and busiest container ports, and combines that scale with short dwell times and onward movement by road, barge and rail, which shortens the gap between the vessel arriving and stock reaching a distributor's warehouse.
