The cost of importing porcelain tiles from India to Romania is the Morbi FOB price plus sea freight and insurance, around 5% EU customs duty, an anti-dumping duty of 6.7% to 8.7% for almost every Indian producer, and 21% import VAT funded at clearance. Then add what your money costs for every month the container sits unsold.
Two things have shifted for Romanian distributors. On 1 August 2025, Romania raised its standard VAT rate from 19% to 21%, and that is the rate charged at the border on imported tiles. Building has also slowed: Romania’s statistics institute (INS) counted 21,791 residential building permits from January to August 2026, which is 12.2% fewer than in the same months of 2025.
Picture a distributor in Cluj or Iași with a Morbi quote for one 20ft of 600×1200 porcelain on the desk. The FOB price looks fine. The question that matters is what this container really costs if it takes a year to sell instead of six months. This post works through that. If you are still at the “how does importing work” stage, start with our step-by-step guide to importing porcelain tiles from India to Romania.
A container’s cost builds in seven stages:
Most landed-cost sheets stop at stage six. In a softening market, stage seven decides whether the container made money.
Our reference case is one 20ft of 600×1200 porcelain, about 1,470 m² (30 pallets of 34 boxes, 1.44 m² a box).
FOB is the price of the tiles loaded on the vessel at the Indian port. It depends on size, finish and thickness. On Wolf’s current sheet, 600×1200 glossy and matt is $4.25 per m². High glossy is $5.25, which adds about 1,670tothecontainer’slandedcost(1.14 per m²) before VAT. A quote that names neither finish is incomplete.
Currency matters too. Indian exporters usually quote in USD or EUR, while you sell in lei, and the gap between order and sell-through is when exchange rates move. If the container takes a year to sell, you carry a year of currency exposure. Price it in, or agree on the quoting currency that best matches how you buy foreign currency.
With Wolf: factory-direct FOB by size and finish, and the same number reorder. See how our export side works on the Wolf exports page.
Containers from Morbi typically leave from a Gujarat port such as Mundra. For Romania, Constanța port on the Black Sea is the natural gateway for a tile import. Keep the sentence and add after it: Wolf’s current sea freight for one 20ft is $3,200 to $3,500 to East EU, which includes Romania, and $2,500 to $3,000 to West EU. Keep the Constanța sentence.
How many m² fit in the box changes your cost per m² more than most negotiations do. Our container loading guide shows the yield for each size.
With Wolf: m² per 20ft quoted by size before you order.
Romania applies EU customs rules. Porcelain tiles fall under HS 6907, and the standard EU duty is around 5% of the CIF value.
On top comes the EU anti-dumping duty on ceramic tiles from India, in force since February 2023. It is set per producer and runs from 6.7% to 8.7% of CIF for almost every Indian producer, while one exporter group is exempt. Which rate you pay depends on who made the tiles, and it is identified by the TARIC additional code on the commercial invoice. The invoice must also carry the producer’s signed declaration. Without a valid one, customs can apply the 8.7% rate for all other companies. Ask for the producer’s rate and code before you pay a deposit.
The India-EU free trade agreement gets misread, so here it is in one paragraph. Negotiations concluded in January 2026, but the agreement is not in force yet. When it takes effect, it is expected to cut the standard customs duty on Indian tiles. It does not remove the anti-dumping duty, which is a separate instrument. The detail is in our India-EU FTA duty breakdown.
With Wolf: the producer’s anti-dumping rate and TARIC code disclosed up front.
Import VAT in Romania is 21% since 1 August 2025, up from 19%. The base is not the tiles alone. It is the customs value, plus the duties you have just paid (anti-dumping included), plus certain costs up to the first destination in Romania. VAT lands on top of duty, so the cash you hand over at clearance is bigger than people expect.
If you are VAT-registered, you recover it through your VAT return. That makes it a cash-flow cost, but a real one: the money leaves your account the day the container clears.
Can you defer it? Romania does have an import-VAT deferral certificate, which moves the VAT into your return instead of paying it at customs. It is built for large importers. To qualify, a company needs, per Marosa’s summary of the rules, at least RON 50 million of imports from outside the EU in the six months before applying, six months of VAT registration, and clean tax and customs records. A distributor bringing in one 20ft will not get near that, so in practice the 21% is funded at clearance. The Netherlands works very differently, as we explain in our Netherlands landed-cost post.
Both columns are the same 20ft of about 1,470 m². Only the speed of sale differs. Figures are in USD, built on Wolf’s October 2026 rate sheet for 600×1200 glossy and matt. Sales speed and the 10% a year cost of capital are illustrative. Swap in your own numbers.

Sales speed and the 10% a year cost of capital are illustrative. Swap in your own numbers. The rows down to capital tied up are the same in both columns. What separates a good container from a tight one happens in the last three. In this example the slow column costs about $0.32 more per m², roughly 4% of landed cost. Interest matters, but it isn’t a big number.

Money tied up in stock has a cost. You either pay interest on it or miss what it could earn elsewhere. Per m², per month:
Carrying cost per m² per month = landed cost per m² (including the VAT funded at clearance) × your annual cost of capital ÷ 12
Use your own cost of capital: your overdraft rate, your credit line, or what the cash would earn elsewhere. The table uses 10% only as an example, because the right number is yours. VAT-registered importers recover import VAT in their next return, so if you want a tighter figure, count the VAT only for the weeks it is out of your account.
Interest matters, but it isn’t dramatic. Because tiles leave the racks gradually, the average m² waits about half the sell-through time. Selling the container in 14.7 months instead of 7.4 adds about 3.7 months of waiting per m², or 3.7/12 of one year’s cost of capital applied to landed cost. Run it at your own rate. For most rates that is a modest slice of landed cost, not a disaster.
The bigger slow-market risk is what you do when stock has sat too long. Once a colour or size stops moving, the usual response is to cut the price to free space and cash, and one round of clearance pricing can cost more margin than the interest does. How deep it goes depends on your market and range, so we won’t put a number on it.
That is why the range in the container matters as much as the price. Sizes and finishes that already sell in your showroom are clear without discounting. Speculative ones might not.
Turn it around: how fast do you need to sell to make one 20ft sensible?
At roughly 1,470 m² a container, 200 m² a month clears it in about 7.4 months, and 100 m² a month takes about 14.7. Both rates are illustrative, so plug in what your best-selling 600×1200 actually moves.
If your honest number is closer to the slow column, one 20ft is the right-sized order. A bigger box adds more m² and more capital, carried for longer. In a softening market, the 20ft lets you test demand, keep cash moving and reorder once you know what sells. Browse the size in our 600×1200 range, and if you are weighing more than one market, compared with the Croatia landed-cost post.
Wolf is a porcelain tile exporter from India to Romania and 40+ countries, manufacturing in Morbi, Gujarat. For a Romanian distributor watching a slower market, we keep the first order small and the numbers predictable:
If you are comparing suppliers for import gresie porțelanată in India, ask each for the same three things: FOB by size and finish, m² per 20ft, and their anti-dumping rate with the TARIC code. Then put every quote into the table above.
The next question is usually when the money leaves your account and how you check the tiles before it does. We cover that in how payment terms and pre-shipment inspection work for Romanian importers.
The landed cost is the FOB Morbi price plus sea freight and marine insurance to Constanța, which together make the CIF value. Add the standard EU customs duty on porcelain under HS 6907 at around 5% of CIF, an anti-dumping duty of 6.7% to 8.7% of CIF for almost every Indian producer, and port handling, clearance and inland delivery. Romanian import VAT at 21% then applies to the customs value plus duty and certain costs, and VAT-registered importers can recover it.
21% since 1 August 2025, up from 19%. It is charged on the customs value plus duty and certain costs up to the first destination in Romania, and VAT-registered importers can recover it through their VAT return.
The standard EU duty under HS 6907 is around 5% of CIF. A separate anti-dumping duty of 6.7% to 8.7% of CIF applies on top for almost every Indian producer, and has been in force since February 2023. The India-EU FTA is not in force yet and does not remove the anti-dumping duty.
No. The rate is set per producer and follows the TARIC additional code on the invoice. It runs from 6.7% to 8.7% for almost every Indian producer, and one exporter group is exempt.
