A Netherlands tile import compliance checklist comes down to three files: a product file proving each tile is CE marked with a valid declaration of performance, a customs file covering EORI, origin and anti-dumping, and a VAT file for import VAT. When a Dutch buyer clears goods in its own name, it becomes the importer of record and those files are its responsibility.
That is the real change for a distributor or contractor who has always bought through an EU wholesaler. Until now, the wholesaler carried the importer duties. Import porcelain tiles from India to the Netherlands direct and those duties move to you, from the moment the container clears customs.
The timing matters too. The EU rules that define an importer’s duties for construction products changed on 8 January 2026, when Regulation (EU) 2024/3110 began to apply alongside the old Construction Products Regulation, (EU) 305/2011, with transitional rules in place.
If you are still deciding whether to import at all, our guide to direct versus distributor trade-offs for Dutch buyers covers that decision. This guide assumes you have made it, and sets out what you need on file before the first order ships.

The product file proves that each tile you place on the Dutch market is legally sold there. Porcelain tiles fall under the harmonised standard EN 14411, so each product needs a declaration of performance (DoP) and CE marking before it is sold.
An EN 14411 declaration of performance, or prestatieverklaring tegels in Dutch, states the tile’s declared performance against that standard. Most porcelain sits in group BIa, meaning water absorption of 0.5% or less. Ceramic tiles are normally assessed under System 4 of the assessment and verification rules, where the manufacturer itself tests and declares performance.
For CE marking, a ceramic tiles importer is expected to check that the DoP and CE mark exist and match the product before selling it. Under Article 13 of Regulation (EU) 305/2011, an importer must:
These duties continue under the transitional rules of Regulation (EU) 2024/3110, because a product whose standard is still cited under the 2011 regulation stays under it.
One file per size. Take an order covering three Wolf tiles sizes, say 600×1200, 800×1600 and 1200×1200mm. Each 20ft container carries one tile size, so that order ships as three containers and needs three product files, not one. Each size and finish has its own DoP, test reports and CE details, and a missing file for one size holds up that container.
Wolf prepares the product file per size at quote stage, so the paperwork is checked before the order is placed.
The customs file is what lets the goods clear. As importer of record, you need:
The last item is the one first-time importers miss. Under Regulation (EU) 2023/265, Indian ceramic tiles carry anti-dumping duty of 6.7% to 8.7% depending on the producer. The rate is tied to the manufacturer, so the invoice must name the producer and its code correctly. The measure is currently set to run until 11 February 2028, so it applies to 2027 orders. Check the producer’s name and rate before you order, not when the container reaches customs, so the invoice carries the right producer name from the start.
The India-EU free trade agreement, concluded in January 2026, is not yet in force and does not remove anti-dumping duty. Our post on what the India-EU FTA changes and leaves in place covers it in full.
Wolf shows its producer TARIC additional code on every invoice, so your broker can enter it on the customs declaration.
Import VAT in the Netherlands is 21% of the customs value plus duty. A Dutch business can defer it to its VAT return using an Article 23 licence, which keeps cash from being tied up at the border. Our cost guide has Article 23 import VAT deferment explained in full.
A buyer established in the Netherlands handles its own VAT. A company importing into the Netherlands without a Dutch establishment can pay import VAT at the border, but it generally needs a fiscal representative to use the Article 23 licence.

The file only protects you if the goods match it. When the container is opened:
Our guide to how one 20ft container is loaded shows what a correctly packed container looks like, which makes it easier to match each container to its product file.
Whichever manufacturer you buy from, get written answers to these before you commit:
A supplier who answers these with documents, not promises, is one you can build a compliant file around. Keep one folder per container, with that container’s product file at the front.
Wolf loads at Mundra Port and supplies the documents for each size in your order. Before the first order, you can review a sample set together with its QC report, matched to EN 14411, so the product file is checked against real tiles. Every quotation states the producer’s anti-dumping status, so there is no surprise at Dutch customs.

A Dutch importer buying porcelain tiles direct from India should hold the declaration of performance for each product, the CE marking details, EN 14411 test reports, the commercial invoice and packing list, an EORI number, customs and VAT papers, and the producer's anti-dumping code. Keep the declaration of performance on file and ready for inspection.
Ceramic tiles covered by the harmonised standard EN 14411 need a declaration of performance and CE marking when placed on the EU market, and the importer must check both exist before selling. The construction products regulation changed on 8 January 2026 with transitional rules, so confirm current requirements with a compliance adviser.
Yes. The EU duty ranges from 6.7% to 8.7% per producer under Regulation (EU) 2023/265, on top of a standard duty of about 5% under HS 6907. Check the producer's rate and TARIC additional code before ordering.
Usually the Dutch buyer who clears the goods through customs in its own name, because that party places the product on the EU market and carries the importer duties. If an EU distributor imports and resells, the distributor holds them instead. Agree the role in writing before the first order.
Send us the sizes and finishes you plan to import and Export Sales will share the declaration of performance, test reports and anti-dumping status for each one.
